Reps. Gerald Connolly (D-Va.) and Don Bacon (R-Neb.), and Sens. Gary Peters (D-Mich.) and John Cornyn (R-Texas) top their respective lists of most effective lawmakers during the last Congress, according to from the nonpartisan Center for Effective Lawmaking (CEL).
