When I go to the polls this week, I plan to vote No on Question 1, the proposed amendment to the Massachusetts Constitution that would impose a permanent surtax of 4 percent on all income above $1 million. The current income tax rate is 5 percent, so the “millionaire tax,” if approved, would jump to 9 percent — an 80 percent increase in the marginal tax rate.On Question 4, I intend to vote Yes.
