Chargers might not have Keenan Allen back after all; Joshua Palmer also questionable

When the Chargers signed DeAndre Carter in free agency in April, the plan was for him to be their primary kick returner and an occasional contributor on offense. On Sunday in Atlanta, Carter could be their No. 1 wide receiver.
