TALLAHASSEE — Florida’s Public Safety Czar Larry Keefe, a former U.S. attorney under Donald Trump, has emerged as a potentially key figure in explaining how a Panhandle-based aviation company won a no-bid contract to move migrants from Texas to Massachusetts, so far drawing almost $1.6 million in taxpayer dollars.
