Driver in stolen car stopped by wet concrete in Washington

LAKEWOOD, Wash. — Lakewood City Inspector Chris Phippen said he watched a woman drive through nearly 100 feet of wet concrete, get stuck in the freshly poured cement and then walk away from the car with a bottle of alcohol and a child Monday. “Yeah, it wasn’t good,” said Phippen, who was working on a new roundabout project in Lakewood with a crew of six construction workers.
