Louisiana has no single set of regulations for its jails, and the rules that are on the books fail to ensure safe living conditions for inmates or discipline for employees who abuse those inmates, a state-commissioned report has found. The existing, uneven rules also do not always mandate that inmates receive health care or hygiene products, or that they may be visited by their relatives, according to the report.
