Louisiana took youth out of Angola, but claims of excessive macing, shackling persist

Earlier this year, for teens on the site of the State Penitentiary at Angola after attorneys said the and not getting an education as required by federal law. But now civil rights groups say the problems persist at the facility where the teens were moved: Youth say they have been maced, forced to wear shackles while showering and denied basic services like schooling.
