It’s a late August afternoon and the fishing vessel Sea Smoke bounces through the waters of Casco Bay. Wiley Muller, the captain, steadies the 32-foot lobster boat alongside a purple-and-gold painted buoy, which is connected by rope to a submerged trap a few hundred feet off Willard Beach in South Portland.
