Orange County agrees to $21.5 million contract to fix Orlo Vista flooding

Two months after a hurricane swamped the working-class neighborhood of Orlo Vista with hip-high flooding for a second time in five years, Orange County commissioners agreed to a $21.5-million contract with a North Carolina company to protect the community.
